What are Embarcadero Plaza and Sue Bierman Park?

Embarcadero Plaza is a public open space on San Francisco’s iconic waterfront. It was designed to welcome residents, workers, and visitors. It was designed as an inward-facing space to mask the sight and sound of the Embarcadero Freeway and has served as a gathering place since its opening in 1972. Sue Bierman Park was developed to create pedestrian gathering spaces following the demolition of the Embarcadero Freeway in 1992. These spaces are now being re-imagined as a unified, dynamic, world-class waterfront destination.

What is the project's scope?
The renovation will transform Embarcadero Plaza and Sue Bierman Park into a unified, vibrant 5‑acre waterfront park. Planned improvements include new public gathering spaces and live performance areas, seating, picnic areas, public art, increased landscaping, upgraded pathways and improved storm drainage.

Why is this project happening now?
Aging infrastructure, settlement and drainage issues, limited accessibility, outdated design, obstructed views to the waterfront, and decreased usage especially post‑COVID have all highlighted the need for revitalization. The upgrades will create a safer, more welcoming and fully accessible space for all.

Who is leading this effort?
This is a public‑private partnership between the San Francisco Recreation and Park Department, BXP, Downtown SF Partnership, and San Francisco’s Office of Economic and Workforce Development. The site will continue to be a public park run by Rec and Park.

How is the capital campaign structured?
The project is a $32.5 million endeavor. Of that: 

  • $2.5 million has been committed by BXP for design

  • $14 million has been identified through the City’s 2024 Healthy, Vibrant San Francisco Bond (Proposition B)

  • Approximately $15 million is being raised from private donors, including individuals, foundations, and corporations

Opportunities will be available for naming and donor recognition, including proposed features such as a stage, dog park, and signature public art. All contributions are tax-deductible for U.S. donors.

What is the history of the site?

  • 1898: Ferry Building constructed as ferry terminal

  • 1959: Embarcadero Freeway opened, dividing downtown and the waterfront

  • 1971: Embarcadero Center begins construction

  • 1972: Plaza opens adjacent to Embarcadero Freeway

  • 1989: Loma Prieta earthquake damages the freeway

  • 1991: Embarcadero Freeway demolished, reconnecting the city to the waterfront 

  • 1992: Sue Bierman Park established next to the plaza on part of the site of the former freeway off-ramps

  • 2011: Ferry Building restoration complete

What funds are needed and how can people help?
The campaign seeks approximately $15 million in private support to make this transformation a reality. Proposed features include:  

  • Exercise equipment

  • A dog play area

  • Lawns and picnic areas

  • Lighting and seating

  • Artistic installations

  • A performance venue

Donors may contribute individually or through foundations, corporate or other organizations. Leadership gifts and naming rights will be available for key park elements. 

How will the park be managed and programmed? 

SF Rec & Parks and the Downtown SF Partnership are committed to activating the park with robust and diverse programming, including programming like wellness classes, cultural performances, family activities, and partnerships with schools, nonprofits, and local businesses. To support this, trained Park Ambassadors will be on-site daily to welcome visitors and ensure the park remains clean, safe, and inviting.
